Slæ̈rn Law-hæ̈t (/law/ /hæ̝t/ [casual] [composite]) is a temperate City located in the Veláïkulk Principality of the Tano.
The name Slæ̈rn Law-hæ̈t is derived from the Sylvin language, as Slæ̈rn Law-hæ̈t was founded by Gîbê, who was culturaly Gnoll.
Climate
Slæ̈rn Law-hæ̈t has a yearly average temperature of 3°C (37°F), with its average temperature during the summer being a cold 1°C (33°F) and its average temperature during the winter being a cold 6°C (42°F). Slæ̈rn Law-hæ̈t receives an average of 205 cm/y (80 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Slæ̈rn Law-hæ̈t covers an area of nearly 36 km2 (14 mi2), and an average elevation of 1646 m (5400 ft) above sea level.
Overview
Slæ̈rn Law-hæ̈t was founded durring the late 16th century in spring of the year 1495, by Gîbê. The establishment of Slæ̈rn Law-hæ̈t was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Gîbê struck deals with nearby nations and communities to establish Slæ̈rn Law-hæ̈t as a prison colony.
Slæ̈rn Law-hæ̈t was built using the conventions of Gnoll durring the late 16th century. Naturaly, all settlmentss have their own look to them, and Slæ̈rn Law-hæ̈t is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Slæ̈rn Law-hæ̈t is buildings are arranged arrounded a highly ordered system of spacious cobblestone streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The city is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a city of Slæ̈rn Law-hæ̈t's size could have. The city's well-designed, yet cheep are visibly old, but also obviously well maintained. Its likly the local malishia or garrison are tasked with routine mantance of the city's defences.
Slæ̈rn Law-hæ̈t seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are reading. The entire city feels like a library, with those not reading remaining quite to not disturb those who have their nose in a book. The longer you remain in Slæ̈rn Law-hæ̈t the more you start to wonder if you’ve entered some strange open-concept University rather than a city, but you can’t quite say such with certainty.
Civic Infrastructure
Slæ̈rn Law-hæ̈t possesses a Aethary Link for its accademic, government, and financial institutions. Public Aethary access is available through one or more of these intitutions.
Slæ̈rn Law-hæ̈t has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Slæ̈rn Law-hæ̈t has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Slæ̈rn Law-hæ̈t. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Slæ̈rn Law-hæ̈t's parks.
Slæ̈rn Law-hæ̈t has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Slæ̈rn Law-hæ̈t.
Slæ̈rn Law-hæ̈t has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Slæ̈rn Law-hæ̈t has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Slæ̈rn Law-hæ̈t has a Guild of Nurses, which is tasked with caring for the elderly and infirm in accordance with local ordinances, religious values, and customs.
Slæ̈rn Law-hæ̈t has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Slæ̈rn Law-hæ̈t has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Slæ̈rn Law-hæ̈t has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Slæ̈rn Law-hæ̈t has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Slæ̈rn Law-hæ̈t's public wards, blessings, and other arcane systems.
Slæ̈rn Law-hæ̈t has an Theological Academy which trains clergy in various arcane and theological topics required for their occupations.
Slæ̈rn Law-hæ̈t possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the City. Slæ̈rn Law-hæ̈t's grid is powered by hydrogalvanic generators.
Slæ̈rn Law-hæ̈t's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Slæ̈rn Law-hæ̈t has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Slæ̈rn Law-hæ̈t has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Slæ̈rn Law-hæ̈t's natural decorations nor waterways.
Slæ̈rn Law-hæ̈t has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Slæ̈rn Law-hæ̈t has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Slæ̈rn Law-hæ̈t has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Slæ̈rn Law-hæ̈t's garrison was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

The Penguin near Slæ̈rn Law-hæ̈t are known to be quite timid.
Slæ̈rn Law-hæ̈t's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves creating small tokens to channel Abjuration energies of tier 2 via recitation of poetic epics.

Slæ̈rn Law-hæ̈t is known for its well built pedestrian paths, which include foot bridges to cross the main street at several high-traffic areas.
